Brebes Regency is the biggest supplier of Indonesian Migrant Workers in Central Java Province after Cilacap Regency. Remittance records sent by Indonesian Migrant Workers from Brebes through Western Union, one of remittance service provider, in 2011 attained 150 billion rupiah. It is ironic, because the fact shows that protection towards these heroes of foreign exchange is considered extremely small.

Based on the data gained from BNP2TKI, among the total number of TKI from Brebes from the period of January 1st to January 31st, 2012 there were 573 migrant workers who were involved in problematic situation. In details, those migrant workers having trouble consisted of 8 males and 565 females. The period of February1st to February 31st, 2012, 608 TKI this consisted of 12 males and 596 females. The period of March 1st to March 31st, 490 TKI this consisted of 9 males and 481 females.

The total number of TKI from Brebes started from January to March is 1671 problematic TKI which consists of 29 males and 1642 females. This number increases significantly compared to the previous year.

Categorizations of the problems that they have are generally 80% unilateral termination, 70% being sick because of the job, 60% problematic master, 40% persecution, 30% unpaid salary, 25%incomplete documents, 20 %sexual harassment, 15% inappropriate job with the contract, 10% persecution, 10% congenital illness, 10% accident in the workplace, 5% pregnant migrant workers, etc.

A number of cases taking place at least can be used as the glasses for the Local Government of Brebes Regency regarding to their incapability to order the issues on the placement of Brebes migrant worker and reduce the number of problematic workers.

The number of TKI panders which increases more and more and are distributed in the 12 District of 297 villages, Brebes Regency and the socialization targets done by the Local Government which are considered less appropriate become the root for the issues regarding to the Indonesian Migrant Workers from Brebes Regency.

The local regulation upon protection towards Indonesian Migrant Workers from Brebes Regency, which is being discussed, is expected to be the solution to reduce the number of problematic TKI.

The local regulation is also expected to notice the involvement of different social elements more in studying the academic drafts regarding to the local regulation upon migrant workers. Those academic drafts will be the basic for the local regulation drafts upon Protection towards Indonesian Migrant Workers from Brebes Regency. Do not let that local regulation being discussed be a retribution local regulation only which will recharge TKI merely through payments.
